Payment सिर्फ तब Transfer होता है जब District को Government से Fund Allocation मिल जाता है। DLC Approval के बाद भी AA (Approving Authority) Level पे Final Approval और Fund Release होना ज़रूरी है — जब तक District को पैसा Allot नहीं होता, Transfer नहीं होगा। 2025-26 Cycle में Center से OBC Post-Matric का ₹900 Crore Pending होने की वजह से लाखो Students का Payment अटका रह गया।
